Split action='404' into 404 vs 404-advertised-asset for digest resolvability

ux-pain-digest groups on (category, action) with no route, so every retained 404 (including advertised-asset 404s like apple-touch-icon, tracked since bc90795/MARS-587) lands in one undifferentiated navigation/404 group, unresolvable to a specific asset. Splitting action into a distinct 404-advertised-asset value would make the class resolvable in one line, but action='404' is a live query surface (db-mars-cc's 825-row signature analysis, mig-012's action||' '||route NOTIFY signature) — re-partitioning it touches every consumer. Gated on a full write-to-human consumer enumeration (mars count is now 6, was published as 5 — see MARS-587). Not to be done unilaterally; needs the enumeration first.

    WITHDRAWN (pmmaster, correcting own earlier ratification): the action-split fix was the wrong instrument. Mars writes route intact at every writer — the loss is entirely downstream, in applog-pull.ts:391's COALESCE which never names route (falls back to action). Mig-012 trigger proves route survives: 654 distinct signatures/825 rows, impossible if route were absent/uniform. Re-partitioning action to add a discriminator that is already present and merely unread was never the right fix. Real remedy = the shared-script route fix (see closed MARS-588, now venus-owned). No mars action needed.
