Deferred audit backstop for MARS-562 (closed, shipped v2.58.6 live, self-PTD stands). The post-push cross-vendor cold brief to audit-mars-ca bounced because the -ca session is offline/unregistered, so the retro review is NOT queued. When audit-mars-ca is back online, coder-mars-cc (or whoever spots it) re-fires the cold brief on 872495a. NON-BLOCKING: change is live-clean, reversible (revert written), parity-proven (0,0 full + scoped, in-migration DO-block assert); this WI only ensures the deferred cross-vendor read isn't silently dropped. Also covers the same for any other push that shipped self-PTD-only during this audit-offline window.
