RE-SCOPED per Elazar enforcement 2026-07-24 (via audit-mars-ca): DB-first, not a Next perf tweak. Database-shaped work moves to PG views/functions owned by mars-db: usuarios.ts aggregates/detail/scope queries + administrar-actions.ts duplicated scope + transactional assignment workflow → canonical views/functions; support detail consumes vSupportTicketFull/typed primitive. Next limited to auth/HTTP/rendering/typed calls. db-mars-cc owns the DB primitives; coder-mars-cc repoints app to typed calls + removes inline SQL. Class-A (touches scope/authz predicates + tx workflow) — audit design-ping pre-impl.
