Staff hitting reporter /soporte/[id] for a non-owned existing ticket should redirect to /administrar/soporte/[id], not 404

coder-mars-cc triage of 2026-07-22 404 alert (SOP-MARS-37, /soporte/477eee70…): gate is correct (owner-scoped reporter route, notFound for non-owner is by-design, no leak). Elazar hit it as staff/admin, not the ticket creator. Proposed UX improvement: if the ticket exists and the viewer has staff/admin cap, redirect /soporte/[id] -> /administrar/soporte/[id] instead of notFound(), killing this paging class. Non-staff non-owner keeps the 404 (no leak). Touches an auth-gate — needs audit design-ping pre-impl per Class-A discipline.
