De-scoped from MARS-532. The security-relevant per-row fail-closed create-path interlock DID ship on bulk import; only the pre-apply batch PREVIEW surfacing (list would-be-halted rows before commit) was not built. Explicitly parked per Elazar's standing 'bulk not operationally important' ruling. Track only; unpark only if bulk import becomes operationally relevant.
