Build /administrar/friction admin page rendering vFrictionTop + trend + top affected users + drill-to-raw, admin-cap gated, reuse existing DataTable/server-table primitives. Converges MARS-69 (UX Friction epic, backlog) into this shape per bs-mrlqhi9hhir fleet decision. Depends on db-mars-cc's rollup views (sibling WI) but page can be scaffolded against vFrictionEvents1w directly while rollups land. Criteria-agnostic — page swaps its source view once the fleet's opt-out criteria fork converges, no page-shape change needed.
