Re-auth audit-mars-ca Vercel MCP OAuth

audit-mars-ca's Vercel MCP OAuth is expired + CLI project/team resolution errors, discovered 2026-07-15 during MARS-446 PTD — audit could only do live-endpoint smoke + version match, not the required Class-A build/runtime-log read. PM covered this pass via direct Vercel MCP access (fallback clause), but audit's own access needs re-auth so future Class-A log pulls don't silently degrade.

Recurred 2026-07-17: audit-mars-ca's Vercel MCP OAuth expired again mid-b3e1a80 review, PM covered the PTD fallback (build+runtime logs clean). Second known occurrence - worth checking if the OAuth token has a short/no refresh lifetime rather than treating each expiry as one-off.

Superseded: Elazar ruling 2026-07-17 (Q9) moves ALL Vercel reads (deploy/build/runtime/version-endpoint) to coder-lane only. Audit does code-diff review only, no Vercel MCP -- audit's OAuth re-auth no longer needed.
