Land generic outcome-code capability in action-core.ts (MARS-408) for Venus parity

Venus confirmed (via coder-venus-cc): action-core's runAction fires the injected ToastFn(message,kind) internally on \!ok — not edge-only, so a Venus-local feedbackCode can't reach notify(). Needs a core touch. Two candidate shapes from the venus/mars back-and-forth: (a) onOutcome?(result) hook replacing the default toast on \!ok (avoids double-toast), or (b) widen ToastFn to (message,kind,code?). Land canonically in Mars's action-core.ts/action-form-core.ts (MARS-408 primitive), coder-mars-cc's call on shape, then Venus re-vendors for parity.

Core capability shipped f4d994e (2026-07-13, live). Shape (b): widened canonical ToastFn to (message,kind,code?) + added RunActionOpts.feedbackCode in src/hooks/action-form-core.ts, threaded through all three toast paths (success/!ok/thrown). Optional+additive — existing 2-arg bindings stay assignable. Canonical Mars landing done; Venus re-vendoring for parity is coder-venus-cc's leg. Stale-open, closing.
