Build vFrictionEvents tiered view family (base/1w/1m + NoLimit twins)

Elazar directive 2026-07-13 (supersedes bs-mriqv6hg7ge close): replace single vFrictionEvents view with a tiered family — vFrictionEvents/1w/1m (LIMIT 1000 or app-chosen cap, LLM-consumption-sized) + NoLimit twins per tier (vFrictionEvents1wNoLimit/1mNoLimit, unbounded time-filtered-only). Same naming convention as venus/pluto/enamel adopt, so agents can query any project's friction views by pattern. Base vFrictionEvents (no window suffix) = recent-first capped tier. Migrate mig028's existing vFrictionEvents into this family; keep scope contract from the closed brainstorm (semantic non-success friction predicate, per-app).
