Fix native-validation over-logging (12 rows/3 submits -> 1/validation block)

MARS-419 follow-on: Elazar's prod validation-exercise run revealed the microtask-scoped guard logged one appEvents row per invalid FIELD instead of one per displayed validation block (12 rows for 3 submits). Fixed via hybrid rearm: per-form coalesce + submitter-activation rearm + 2s quiet fallback. 3 audit rounds (rearm-on-any-interaction -> submitter-only -> Enter restricted to submit-capable controls). 11 jsdom regression tests. SHA 83cdf73 (v2.24.74).
