MARS-419 finding (coder-mars-cc, 2026-07-12): useActionForm (src/hooks/use-action-form.ts, MARS-408 primitive) has zero Mars consumers; forms hand-roll useToast+setError instead, which produced the raw-text-red bypasses closed in c26b07c. Cross-project decision needed: (a) adopt useActionForm across Mars mutation forms so required-field+!ok surfacing is structural, or (b) leave as-is now that the friction lint (extended w/ text-red- in c26b07c) mechanically catches uncaptured surfaces. Fleet-authored/vendored primitive - no unilateral mass-migrate.

Duplicate of MARS-671, cancelled per Elazar 2026-08-24 (nqla 3a). Same finding: useActionForm has zero Mars consumers. Verified in-tree today - src/hooks/use-action-form.ts and src/hooks/action-form-core.ts both exist and are referenced ONLY by a comment in src/lib/feedback/feedback-core.ts ('action-form-core.ts split'), no call sites. Reason is DUPLICATE, not scope-obsolete: the work is still wanted and lives on MARS-671 as a deletion task. Do not read this cancel as a decision against removing the code.
