Stop viewport logging (data sufficient fleet-wide) + act via mobile-first epic

Elazar directive 2026-07-07 (fleet mars/pluto/venus). (1) STOP/REMOVE viewport-size logging to appEvents — enough data collected across all 3 apps; no need to keep accumulating. Small reversible removal of the viewport-log emit call. (2) ACT on the collected data: ensure mobile-first is optimized for the MOST-USED viewport. Mars data (memory reference_mars_viewport_distribution): ~79% mobile, 384-415px portrait = optimization/QA target. Act-leg = existing mobile-first epic MARS-97 + MARS-158 (384-415px hardening); THIS WI owns the stop-logging removal and cross-links the optimization to MARS-97. File + prioritize; not a tonight build.

Sequencing guard (from Pluto PLUTO-537, 2026-07-07): capture/confirm the current viewport distribution snapshot BEFORE removing the emit call, so no data is lost mid-analysis. Mars already has the distribution (79% mobile, 384-415px, reference_mars_viewport_distribution) but re-confirm a fresh snapshot at execution time before pulling the emit.

Fleet-wide removal complete 2026-07-12: coder-mars-cc dropped ViewportReporter/reportClientEnv/client-env-bands on Mars; Pluto shipped f4b9f34 (PLUTO-536) live since 2026-07-10. Historical appEvents client-env rows retained until retention prunes. EVO-51 route-usage telemetry untouched.
