Audit Mars trackable routes for Historial change-history coverage gaps (extend the /practicas/[id] Historial pattern fleet-wide)

Elazar directive 2026-07-07 (fleet): every route holding trackable data should surface a Historial change-history panel like /practicas/[id] Historial. Mars HAS it on prácticas (audited-table + archive-trigger + Historial render). This WI = AUDIT the other Mars trackable/edit-bearing surfaces (soporte tickets, alumnos/studentAssignments, comisiones, docentes, periodos, user/role changes, access-request lifecycle) for Historial coverage gaps and enumerate which lack a user-visible change-history panel despite being audited. Track-only / plan-first — do NOT build until Elazar's word (he said no fleet coding session now). Reversible, additive.
