no-silent-failure lint false-positives on catch-empty inside comment prose — add offset-preserving comment-strip pre-pass

no-silent-failure lint (scripts/lint-no-silent-failure.mjs) matches catch-empty-braces occurring inside COMMENT prose, not just code, because it has no comment-strip pass (offset-based balanced-brace matcher makes naive stripping risky). MARS-408 worked around it by rewording the offending comments; durable fix = comment-aware pre-pass (strip line + block comment regions before brace-matching, offset-preserving). Reversible, low-risk, no runtime surface. Flagged by coder-mars during MARS-408 as deferrable.
