Provision solo-mars Vercel-MCP build+runtime-log read before enforcing solo self-PTD floor (bs-mr8rcwpk2t7 pluto#3)

Enablement precondition from ratified §Solo-Default Dispatch: solo-mars-cc self-PTD must read Vercel build+runtime logs (not just the /api/app-version version-curl). That Vercel-MCP competency today sits with the audit agent. Provision solo-mars's Vercel read access (mcp__claude_ai_Vercel__get_deployment_build_logs / get_runtime_logs) BEFORE the self-PTD floor is enforced on Mars, else solo self-PTD silently degrades to version-curl-only — the exact gap the verify-floor closes. Pairs with P2 (MARS-403) / P3. Not a code change; access/config provisioning.
