Fleet decision bs-mr4mjr68vld (4/4 PM unanimous, Elazar-initiated 2026-07-03): committed binary reference-data.sqlite that caches a live-SSOT DB = DROP. Mars is PII-clean (.tables ground-truthed = lookupOptions/vLookupOptions/_meta only, zero email/name cols) so NO history-scrub needed - clean go-forward drop. Atomic single-commit removal: (1) drop db/reference-data.sqlite + gitignore it; (2) replace the offline agent lookup-vocab value with a GENERATED TEXT dump (.sql or .tsv via export-db.py) - diffable/greppable, no binary bloat/opaque-diff/corruption; (3) re-point the .gitpush-pre.sh freshness gate (~lines 109-140, MARS-30/WI#224) at schema.md (text) OR retire it - the mtime gate is false-currency (never reconciles vs prod; lookupOptions data-drift never trips it, keys on schema/migration files); (4) update the 3 role-doc lookup refs (db-role, coder-role, db/CLAUDE.md) to the new text path; (5) fix any stale db/CLAUDE.md desc. Removal must be atomic else next schema push hard-errors on missing sqlite. Reversible. db+coder, audit pre-apply on the gate-script change.
