Closes the MARS-163-class silent-omission residual audit could not exhaustively rule out on MARS-352 view-as. (b) Hard-flip readiness for the archive-context-presence lint: currently WARN-permanent per audit; flip to hard-fail ONLY after closing the 204254-function-body (CREATE FUNCTION/DO) DML false-positive class + the 2 other KNOWN-GAPS (unquoted-lowercase DML, multi-file txns). audit sign-off required before any flip.
