  Spec correction: do NOT rename the eventType. Mars keeps category=navigation/action=404 (renaming orphans existing appEvents 404 rows + breaks queries). Scope = add LLM-copy block to not-found page + additively widen the log payload with referrer + appVersion + requestId + add a rate-limiter. Held for Elazar's approval of the cross-app 404 report.
