THE reusable asset in this epic: per-agent context%, token counts, compaction history and actuator decisions on venus already exist here at 30s resolution - ask me rather than re-deriving from transcripts. NOTE the project-root monitor-context.sqlite is a 0-BYTE DECOY from a relative-path sqlite3 call; it reads empty instead of erroring. Always use the data/ path.
