First applied instance: OPS-153 (duplicate ca/cc agent audit, 5 evidence rounds: bwi assignment counts, 24h send volume, live process ps, cross-host verification). This item generalizes that method into a reusable workflow, OPS-153 stays the worked example, not folded in.
