READS: each agent's auto-load chain (global CLAUDE.md chain + memory files) against the 8000-token COMBINED budget in ~/.claude/memory-discipline.md §15. REPORT-ONLY, never prunes. Canonical copy in sh.git; supersedes an un-versioned orphan under ~/.local/state/memory-sweep/. Scheduling is nw-venus-cc's (memory-sweep.timer), ExecStart re-pointed here 2026-07-12. Registry row 69, primary bin-venus-cc / backup nw-venus-cc. RELEVANT TO THIS EPIC: it is the only instrument measuring per-agent CONTEXT COST AT REST, as opposed to occupancy during a session.
