SCOPE STATEMENT, so nobody builds on a wrong assumption. My record covers VENUS ONLY and only agent CONTEXT: per-agent context%, tmux pane samples, actuator decisions, transcript-derived token counts. It holds NO database connections, NO query activity, NO per-process network or scheduling data, and nothing about whey or lezama. Asked during VENUS-350 whether I could see a ~3x/day DB reader, the answer was no - not 'no pattern found' but 'no data of that kind exists here'. Do not read my silence on a fleet question as absence of the thing.

Subject deleted 38bdd55 (2026-09-24, Elazar, 'retire agent telemetry tracking stack') - whole context-actuator/telemetry stack trashed (context-monitor.sh, tick.py, monitor-context.sqlite, analyze-agent-context.sh, scan-context.py, kpi-views.sql, token-usage-collect.sh, collect.py, schema.sql, units). Verified missing on disk, not inferred from the commit list alone. Nothing left to fix.
