context-venus-tick units + alert path (the live actuator wiring)

SERVICES. context-venus-tick.timer (enabled, OnBootSec=30s/OnUnitActiveSec=30s) -> context-venus-tick.service -> tick.py --exec, with OnFailure=context-venus-tick-alert.service (wired, live). Unit carries the cost ceiling env: CTXACT_COST_NUDGE_K=300, CTXACT_COST_COMPACT_K=320. This is the OPS-24 sole-actuator path for venus. Separately context-monitor-alert.sh is the live generic OnFailure handler for scrp-context_monitor-venus.service. Do NOT confuse context-venus-tick-alert.service (live) with context-venus-monitor-alert.service (dead stub, ExecStart dangles, removal is nw-venus-cc's lane).

Subject deleted 38bdd55 (2026-09-24, Elazar, 'retire agent telemetry tracking stack') - whole context-actuator/telemetry stack trashed (context-monitor.sh, tick.py, monitor-context.sqlite, analyze-agent-context.sh, scan-context.py, kpi-views.sql, token-usage-collect.sh, collect.py, schema.sql, units). Verified missing on disk, not inferred from the commit list alone. Nothing left to fix.
