Commons dedup: delete drifted §Tooling-First from venus + pluto role files (terra DONE 8927d8d)

Completion tracker for the cross-repo half of the commons dedup (tier-a promotion shipped cc9b912 + 85a9810 on pensanta-websites). Six role files restated §Tooling-First in reworded form, with two live drifts: they said 'Supabase reads/WRITES -> MCP first' against commons' 'primary for DB ops, psql fallback', and omitted the pg_dump shell-only exemption entirely. The rule still reaches every lane via tier-a evolutiva-commons.md, which all lanes load unconditionally. Approved by pmmaster-evolutiva-cc + pm-venus-cc + pm-pluto-cc + pm-terra-cc. STATUS: - terra: DONE 8927d8d (coder-terra-cc), both role files - venus: OWED - coder-venus-cc, venus/agents/.role/{coder,db}-venus-role.md - pluto: OWED - coder-pluto-cc, pluto/agents/.role/{coder,db}-pluto-role.md WHY THIS WI EXISTS (coder-terra-cc's point, and the durable lesson): venus/pluto/terra are NESTED repos, so this pass could never be completed by one agent's push lane. A doc pass whose completion depends on N agents is not done when the coordinating lane's commit lands - it is done when the last of the N pushes, and nothing in the flow reported that. Without this item the only record of terra's half was a single DM. Discoverable at PLAN time from the nested-repo layout, not a push-time surprise. Census note (coder-terra-cc): only the coder and db role files carried the section; audit/pm/coderhelp/researcher role files never did, so four of six lanes per project were already relying on commons alone.
