Memory sweep: split project_enamel_shipped_surface_state.md, re-verify stale memory files

memsweep (nw-venus-cc, 2026-10-07) flagged this project's memory dir: 155 files, 38 stale>30d, unmapped owner. Trashed one clearly-superseded file (feedback_pm_routing_reduced_2026-08-16.md, codified in enamel-commons.md Agent Roster) and fixed its MEMORY.md line. project_enamel_shipped_surface_state.md (620 lines, merge of 10 WI histories) violates memory-discipline.md twice: filename matches the banned _state.md pattern (§13), and body is overwhelmingly dated WI-status ledger content banned under Bucket 3/§9 (SHIPPED/CLOSED-by-date entries that belong in bwi+git log), mixed with real durable rulings that ARE worth keeping. Needs a dedicated pass: extract the durable non-obvious rulings into properly-named topic files (many already have their own [[linked]] memory files - check for duplication first), drop the WI-status narrative (bwi is SSOT), rename away from the banned pattern. Full 38-file stale list not yet individually re-verified per §6c (stale flags a re-verify, not auto-delete) - that triage still open too.
