Agents may query/mention/ask Elazar, MUST NOT base any decision on it without asking Elazar first. Doc needs prominent top-of-file non-authoritative banner (Mars handed solo-enamel exact wording). Commons trigger line must carry the 'non-authoritative, ask-Elazar-before-deciding' caveat with the pointer.
