Backfill 87 stale blockedReason values left by the pre-d6153e2 gap

d6153e2 stops new ones: any status change away from blocked now clears the field. It does not touch history. Measured at fix time: 87 items fleet-wide carry a blockedReason while not blocked, 10 of them still open (todo/inProgress/backlog/deferred) where the stale prose actively misleads a reader, since wi show prints it in the header block. Decision needed from Elazar: clear outright on the closed rows, and hand the 10 open ones to their owning agents rather than overwriting another lane's prose. Blocked on that word - this is a bulk write across other agents' rows.
