    SSOT: docs/per-project-numbering.md. Each project gets a unique uppercase KEY; new tickets auto-get KEY-N (per-project counter). HARD CONSTRAINT (Elazar): additive only — existing 'id' field (global int) keeps exact name+meaning in all CLI/HTTP responses; KEY-N rides alongside as projectKey/projectNumber/ref. No renumber of existing 641 WIs (option B). Children: db schema + coder service/CLI.
