  Hard prerequisite for BWI-21 (KEY-N-only handles). 159 non-deleted OPEN items lack projectKey/projectNumber so their ref falls back to #<id>; once BWI-21 lands, require_ref rejects #id form too → those items become unreadable AND unmutable. Backfill needed before BWI-21 ships. Per-project open gaps (coder count): ayudarg 46, llmmsg-srv 48, agent-ops 30, mars 15, pluto 14, basquetwi 2, evolutiva 2, ha 2; venus/venusinfra/adriana-pavon/one-db/cledger = 0. Also backfill CLOSED-but-not-deleted items (reopen path). Requirements: assign projectKey = project's KEY; projectNumber = next per-project sequence in id order; IDEMPOTENT, never renumber an item that already has a ref (no churn on existing KEY-N). Done-gate: across ALL projects, count of non-deleted items whose ref startswith '#' == 0. Coordinate the cutover window with coder so BWI-21 ships immediately after the gate hits 0.

  Backfill complete + PM-verified: 652 items backfilled (projectNumber in id order per project, idempotent, 0 renumbered), nextWorkItemNumber advanced on 10 projects, remaining_null=0 (db). PM independent gate: 0 #-refs across all 14 projects via wi ls --json. BWI-21 unblocked.
