Success email leg(b): 'los de la comuna' recipients (blocked-Elazar)

CR follow-up (AYUD-136 leg b): send the persona-load success email ALSO to 'los de la comuna'. BLOCKED on Elazar's product definition — there is NO user↔comuna mapping in the schema (comuna lives only on caseAddresses/organizations/streets). Awaiting his choice: A) orgs whose communeId==case comuna (+their operator users), B) global admins, C) a new configurable per-event recipient list. Plug-in point is ready: notifyPersonaCargada already threads comunaId + has the recipients Set; leg(b) is a one-spot add to that Set once the recipient rule is decided. Do NOT build until Elazar answers.
