CR59: necesidad priority levels — Normal / Media / Alta / Urgente (client notes comida y heridas as urgent examples). Coordinate with db-ayudarg-cc for the lookupValues priority category (format + rows; note AYUD-59 flags a prioridad=87 magic number to replace with the named set). Wire priority into the need create form + surface it on need displays (list/detail/persona). Mobile-first.

CR59: necesidad priority levels Normal/Media/Alta/Urgente (client's literal labels; db reseeded 'priority' category, NORMAL default). getPriorityLevels action/query (read-by-code), shared PrioritySelect in 3 create forms, all 6 prioridad=87 + 2 server ||1 fallbacks replaced by getLookupValueIdQuery('priority','NORMAL'), priority pills on persona-detail rows + /necesidades table. One priority per event (v1). coder dd39821 v7.30.7 (SHA-verified, version collides w/ CR57); auditor CODE-OK+DEPLOY-OK. Merge kept both CR59 + CR61 hunks.
