CR44: claim/supply necesidad from map popup

CR44: from the MAP, a user should be able to supply/claim a necesidad directly (map marker popup → 'Yo me ocupo' / claim action) without having to go to /necesidades. Add the claim action into the persona/necesidad popup on the map. Reuse existing claim server actions + gates (CR38). Don't break CR43 fan-out or AYUD-100/CR48 focus contracts. Mobile-first, 44px targets. Solo lane: own db + always-audit gate + push.
