CR57: resolve/claim necesidad from persona detail page

CR57: from a persona's detail page, the user should be able to RESOLVE a necesidad in-place (and ideally take/claim it) without navigating to /necesidades. Add the action to each necesidad row on /personas/[id]. Reuse the existing claim/resolve server actions (CR38 isClaimable + claimNeedByUserQuery + resolve path); respect the same gates (getUser, claimable window, terminal statuses never reopen). Mobile-first, 44px targets.
