  DB ENGINE DONE: deletePersona/deleteEvento/deleteNecesidad hard-delete cascade functions live on prod, smoke-tested, return jsonb count summaries. Remaining: coder builds the admin delete route/buttons calling these (queued after AYUD-7). orgs/recursos NOT part of this cascade — they're Stream B normal CRUD.
