NO-OP / already-resolved. Investigation (hub) disproved the premise: nothing writes .llmmsg-aros. ccs.sh v5.16 has ZERO refs (resolves via resolve_aros/.aro); the only writer was the v1 shim's ARO_STATE_FILE, dead since v1->v2 cutover ~May 19 (lives only in llmmsg-srv-mcp.mjs.v1bak); on-disk .llmmsg-aros are frozen despite many launches; the stale 'canonical written by ccs.sh' comment was in the bootstrap source-1 block, already deleted in #631 phase-2 (v1.14). No launcher change needed. Unblocks phase-3 delete to run immediately - orphans won't regenerate.
