bin-whey/nw-whey flag 2026-06-03: path-B's UserPromptSubmit injection (llmmsg-bootstrap-session.sh emit_context_budget_nag) still instructs the agent to CronCreate /compact, while v2.13 over-cap monitor DM now says no self-scheduling needed. Not mechanically contradictory (the injected CronCreate IS path-B's idle-gated actuator), but an agent seeing both reads conflict. Reframe injection copy: present the cron as the automatic path-B fallback that fires if the send-keys watchdog can't reach the pane - NOT a manual action the agent chose. Keep the CronCreate mechanism (it's the only interactive actuator when off-pane); only the wording changes. Bootstrap lane = team-owned.
