RESOLVED to nw-whey-cc spec #3: line-668 DM = ScheduleWakeup->CronCreate one-shot /compact (NOT 'remove all model-driven paths'). CronCreate is the verified interactive fallback actuator (fires when REPL idles); only ScheduleWakeup is dead. Layered: send-keys primary -> CronCreate fallback (no-pane) -> escalate. PM premise corrected.

FINAL (code-read L662-726): DM gets NO manual scheduler. Drop ScheduleWakeup (dead, L668). Do NOT add CronCreate to the DM - path B (over_budget_snapshot L726 -> bootstrap UserPromptSubmit injection, WI#592, L720-724) ALREADY auto-delivers CronCreate for idle agents; DM-repeat is redundant. DM = ss + automatic-remediation statement (send-keys when reachable / re-enter claude if shell / retry if mid-deploy) + escalate-to-PM. Lands on nw-whey no-scheduler DM. Build post gate-2.

Building in cc-context-monitor v2.13 (bin-whey): no-scheduler DM copy - drop INTERACTIVE ScheduleWakeup (L668); DM = ss + automatic-remediation + at-shell-reenter + never-idle escalate; CronCreate stays via path-B bootstrap injection (pane-independent, covers off-pane-active). Folded with WI#614 role-tier static caps + bursty /clear guidance. Autonomous-branch ScheduleWakeup (L216-221) correctly LEFT (works in /loop). Computed-cap formula deferred to follow-up.
