RELATED/avoid-dup: pm offered Elazar a static MCP-server-instructions eq pointer (passive discoverability) - if approved, that's a sibling fix, not a substitute. Heuristic must be conservative (false-positive nags are worse than misses); env-disable like other hub alerts.
