Decision bs-mqeqqy6vmzq (2026-06-15, unanimous 5-agent brainstorm, Elazar opener). PLAN: pm-llmmsgsrv-cc = always-on single front door + absorbs support's low fleet-MCP desk; hub-llmmsgsrv-cc -> renamed coder-llmmsgsrv-cc, ARO-less heads-down on-demand coder (symmetric w/ coder-chatduo), PM-summoned per-WI; support-llmmsgsrv-cc retired. CARVE-OUT: coder ARO-less steady state but PM pulls it into the one live room during its own deploys/incidents (caught the MSG-48 supersede bug by watching). HARD SEQUENCE: (1) MSG-30 wave-3 closes/legacy:9703 drained - hub keeps full seat + owns wave-1 window + wave-3 gates + MSG-49 until then; (2) pm-llmmsgsrv-cc moves to 24/7 host (venus) - single always-on gate cannot sit on whey which sleeps; (3) THEN a/b/c: rename + ARO-leave (engineering=PM has it, kpi=nw-venus PMs it, no backfill) + support retire. MSG-49/50/51 reassign hub->coder on rename.
