Sub-item (from MSG-30 GATE B / cc-context-monitor v4.16): no-env sentinel uses a hardcoded loopback literal; post-decommission when shim default flips to hub-t an env-less agent would false-exclude (missed reg failure). Fix is shim-side (this WI's lane): publish the shim compiled default-hub as a readable SSOT cc-context-monitor can consume, then flip the sentinel off the literal. v4.16 carries the '# TODO see MSG-47' marker. Do in this shim work, post-decommission.

Shim pull-forward DEPLOYED + verified on lezama /opt 2026-06-15 (non-disruptive, wave-2 head): git reset --hard origin/main -> 0a51c6f, package.json 2.13.1 (bearer-aware), shim Authorization-bearer injection present, bootstrap v1.19, tree clean. Retired nw-lezama's interim hand-patch + the staged v1.18 bootstrap (both upstreamed/disposable; snapshotted to /tmp/lezama-pre-msg47-*.patch). REMAINING: nw-lezama 5-cohort relaunch (pm/coder/db/audit/maintainer-movilba) gated on quiescence poll - WI stays open until all 5 verified on hub-t roster = wave-2 drained.
